Project Overview
Hurricane Harvey made landfall in August 2017 and battered Houston with winds and rainfall totaling more than 51 inches, triggering one of the most catastrophic flood events in the city's history. Among the facilities damaged in the storm was the Central Police Riesner Complex, a multi-building campus serving law enforcement, communications, transportation, and administrative functions across seven structures in the 100- and 500-year flood zones. The restoration effort, valued at $18.3 million, encompassed minor to major repairs across the entire complex while the facility remained occupied throughout construction. The client engaged PRESWERX to develop proposal content, a competitive presentation, coaching, renderings, animations, and film for the pursuit.
Client Challenges
Pursuing a large, multi-building restoration project for a high-profile municipal owner demanded a pursuit strategy equal to the project's complexity:
Communicating the breadth of a seven-building scope spanning structural, mechanical, electrical, plumbing, and communications systems as one cohesive story
Visualizing restoration quality and phasing logic for a facility that had to remain fully operational during construction
Differentiating the team in a competitive public-owner selection process governed by FEMA damage documentation and strict scope requirements
Preparing the team to perform confidently in a live selection presentation before City of Houston evaluators

Scope of Work
PRESWERX provided a full-suite pursuit package for the Riesner Complex restoration. The team developed a complete written proposal that framed the project's FEMA-guided scope and the client's construction approach in clear, owner-focused language. Architectural renderings depicted the post-restoration condition of key buildings within the complex, giving evaluators a concrete visual of the intended outcome. Animations illustrated the phasing and sequencing plan, addressing the occupied-facility constraint head-on. A project film brought the team's commitment and qualifications to life in a polished video format. PRESWERX also developed and delivered the full selection presentation, then coached the client's presenters through rehearsals to sharpen delivery and anticipate evaluator questions
