Project Overview

The City Creek Water Treatment Plant (CCWTP) in Salt Lake City, Utah, represented a full-scale replacement of one of the region's most historically significant water infrastructure assets. Originally constructed in 1953 and serving Salt Lake City Public Utilities for over 65 years, the 16-million-gallon-per-day conventional plant required complete reconstruction to address aged structural and mechanical deficiencies. Valued at $405 million, the project encompassed a new Treatment Building, finished water clearwell, chemical systems, fluoride building, and residuals management facilities, delivered under an accelerated CM/GC schedule tied to a FEMA BRIC grant. The client engaged PRESWERX for presentations, renderings, animations, and presentation coaching to support the pursuit.

Client Challenges

The client faced a high-stakes pursuit for a technically intricate infrastructure project with a compressed timeline and significant public funding implications:

  • Communicating a multi-phase, 16-MGD water treatment facility as a cohesive and compelling story to a technically sophisticated owner

  • Differentiating their team in a competitive CM/GC selection for a federally funded project subject to Buy American Act requirements

  • Visually conveying the scale and quality of new treatment facilities before construction began

  • Preparing for a live selection presentation with alignment across a multi-firm project team

Together, these challenges demanded a pursuit strategy that matched the complexity and urgency of the project itself.

Scope of Work

PRESWERX developed a full suite of pursuit materials tailored to the technical and visual demands of the City Creek WTP selection. The team produced custom renderings depicting the new Treatment Building, clearwell, and supporting infrastructure, giving the owner a clear visual of the completed facility before ground was broken. Animated sequences illustrated phased construction and the plant's operational flow, translating complex engineering into accessible visuals for the selection committee. PRESWERX also built and refined the client's presentation and provided direct coaching to prepare the team for a high-pressure live interview with Salt Lake City Public Utilities.

PRESWERX Approach

PRESWERX approached this pursuit as a communication challenge equal in scope to the engineering challenge. The client needed materials that could hold their own in a technically demanding, multi-party CM/GC selection:

  • Developed photorealistic renderings of proposed treatment facilities grounded in the design documents and site context

  • Produced animations that mapped construction phasing and treatment process flow in a format a selection panel could follow without engineering expertise

  • Coached the client's team through the live interview format, sharpening messaging and building confidence in high-stakes delivery

The result was a pursuit package that presented the project's complexity with clarity and the team's capability with conviction.

Results Delivered

PRESWERX delivered a complete visual and presentation package calibrated to the rigor of a $405 million federally funded CM/GC selection:

  • Renderings gave the selection committee a photorealistic view of the proposed CCWTP, grounding abstract design concepts in tangible visual form

  • Animations translated multi-phase construction sequencing and treatment process flow into accessible, presentation-ready visuals

  • Presentation coaching aligned the client's team around a consistent narrative and prepared individual presenters for live Q&A under pressure

The client entered the selection process with materials and delivery that reflected the quality and preparedness the project demanded.
