Project Overview

The Capitol Circle Office Complex Chiller Replacement was a mechanical systems replacement project for the State of Florida's Department of Management Services in Tallahassee, Florida, estimated between $5,000,000 and $15,000,000. The scope included replacement of three central chillers, cooling towers, and pumps, along with supporting piping modifications, building controls system upgrades, and electrical modifications across the complex. Final quantities for certain equipment were to be determined by the Architect-Engineer and REDM during the project. PRESWERX supported the client's pursuit by developing the proposal, presentation, renderings, and animations, and coaching the team for the selection interview.

Client Challenges

Mechanical systems replacement projects can be difficult to differentiate: the scope is defined, the equipment is specified, and most qualified firms can claim the capability. The client faced specific challenges going into this state agency selection: 

  • Communicating a multi-system replacement scope, covering chillers, cooling towers, pumps, controls, and electrical modifications, in terms a state agency panel could evaluate clearly 

  • Visualizing complex mechanical work in a way that made the project legible without relying on construction drawings 

  • Standing out in a procurement environment where technical compliance is a baseline, not a differentiator 

Renderings and animations were essential for making a dense mechanical scope accessible to non-technical evaluators.

Scope of Work

PRESWERX developed a full pursuit package for the REDM selection: a written proposal, a selection presentation, renderings, animations, and a coaching program for the client's team. The proposal covered the client's qualifications and technical approach to a complex, multi-system mechanical replacement across the Capitol Circle complex. Renderings and animations visualized the chiller, cooling tower, pump, and piping work in a format suited to a state agency audience, making the scope concrete without requiring evaluators to interpret technical drawings. Coaching prepared the team for live delivery and anticipated questions from the selection panel.
