Project Overview

The Altoona Public Works and Parks Facility was a $25 million municipal construction project in Altoona, Iowa, developed to consolidate the City of Altoona's Public Works and Parks departments under a single purpose-built facility. The building encompassed vehicle maintenance bays, shop areas, offices, a lobby and reception area, training and breakroom spaces, restrooms, and dedicated K-9 housing for the police department. Energy performance was a central design consideration, with solar integration under active investigation for the site. The client engaged PRESWERX to support the competitive pursuit with a full suite of proposal, presentation, and visual communication services.

Client Challenges

The client needed to present a technically complex, multi-use municipal facility as a cohesive story to a public agency audience with limited construction context:

  • Translating a dense building program into a clear, compelling pursuit narrative

  • Visualizing spaces not yet built for a non-technical owner and evaluation panel

  • Differentiating the team in a competitive public bid environment

  • Preparing presenters for a live selection interview with confidence and consistency

Scope of Work

PRESWERX delivered a comprehensive suite of pursuit materials tailored to the scale and character of a multi-department public works facility. The team produced a fully formatted proposal document that organized the client's qualifications and approach into a clear narrative for the City of Altoona's evaluation panel. Architectural renderings visualized the finished facility across key program areas, giving reviewers a tangible sense of quality and design intent before construction began. Animated walk-throughs and a project film brought the building to life in motion. PRESWERX also coached the client's presenters through structured rehearsals, preparing the team to deliver a polished, confident performance under selection conditions.
