Project Overview

The ALCOSAN Wet Weather Pump Station undertaking involved the design of a new deep pump station in Pittsburgh, Pennsylvania, valued at fifty million dollars and developed to help ALCOSAN meet the consent decree regulatory requirements of its Wet Weather Management Program. The project built on an established general arrangement, key features, and operational strategies shaped through prior collaborative planning among the program manager, ALCOSAN engineering, and O&M staff. Advancing that effort from a completed basis of design report into final design and a coordinated construction sequencing plan required a partner with deep pump station experience and a clear understanding of ALCOSAN's infrastructure history. The client engaged PRESWERX to support its pursuit of the final design consultant role.

Client Challenges

Positioning for a fifty million dollar final design consultant role on a technically complex, deep pump station required the client to demonstrate readiness on several fronts at once:

  • Translating a completed basis of design report into a credible final design and construction sequencing narrative

  • Showing continuity with ALCOSAN's prior Main Pump Station Upgrade and ongoing Tunnel Program work

  • Balancing capital cost considerations against risk management strategies and long term pump reliability

  • Conveying genuine enthusiasm and commitment to a multi year, regulatory driven program

Each of these needed to come through clearly and consistently for evaluators weighing long term partnership fit.

Scope of Work

PRESWERX supported the pursuit with proposal development, presentation design, presentation coaching, and film production tailored to the wet weather pump station opportunity. The proposal translated the team's history with ALCOSAN, including the Main Pump Station Upgrade and the Tunnel Program, into a coherent case for continuity and institutional knowledge. Presentation materials clarified the path from the existing basis of design report through final design and construction sequencing, giving evaluators a concrete sense of how the team would manage the transition. Coaching prepared the team's presenters to speak confidently about balancing capital cost with risk management and reliable pump operation, while the film component reinforced the team's technical depth and long standing relationship with ALCOSAN.
