Project Overview

The Agency for Persons with Disabilities Consolidated Forensic Facility was a $200 million healthcare infrastructure project in Marianna, Florida, procured by the State of Florida Department of Management Services. The project called for a Construction Manager at Risk to provide pre-construction services across multiple design phases, from programming and schematic design through construction documents, early site and equipment packages, and final Guaranteed Maximum Price development. The scope demanded detailed cost estimating at each milestone, a Critical Path Method schedule covering the full design sequence, and active participation in design coordination. The client engaged PRESWERX to develop their pursuit materials and presentation strategy for the competitive selection process.

The client needed to present a technically complex, multi-phase pre-construction scope to a state agency selection panel as a clear, cohesive story. Specific challenges included:

  • Communicating the depth of CMAR experience across phased design coordination, estimate deliverables, and GMP development to a panel focused on evaluation criteria rather than technical detail

  • Differentiating the team's qualifications in a competitive public procurement where multiple firms brought comparable technical credentials

  • Translating a detailed, phase-by-phase scope into a narrative that conveyed strategic value and project understanding, not just task completion

  • Preparing the team to perform confidently and consistently in a live selection interview

Together, these challenges required pursuit materials that were technically credible, visually compelling, and backed by a well-rehearsed team.

Scope of Work

PRESWERX developed a full pursuit package tailored to the technical and narrative demands of a $200 million CMAR healthcare procurement. The team produced a proposal that organized the client's pre-construction methodology, multi-phase estimating approach, CPM scheduling process, and GMP development experience into an evaluator-focused document structured around the project's specific scope. PRESWERX also developed a selection presentation that translated the phased pre-construction sequence into a clear visual story aligned to the owner's priorities and evaluation criteria. Presentation coaching sessions prepared the client's team for live interview conditions, focusing on message alignment, confident delivery, and practiced responses to anticipated panel questions.
