Project Overview
ACT Planning and Engineering Services was a continuing airport planning and engineering services contract for Waco Regional Airport in Waco, Texas, pursued for the City of Waco. The scope of services covered airport planning, architectural and engineering design, preparation of plans, specifications, and bid documents, as well as bidding phase and construction phase services, all compliant with Federal Aviation Administration regulations and design criteria. Securing the contract would position the client as the airport's primary planning and engineering partner for future capital improvements. To support the pursuit, the client engaged PRESWERX to develop the selection presentation and provide presentation coaching.

Client Challenges
The client was competing for a continuing services contract with a municipal airport owner where the live interview would be the decisive moment in the selection:
Communicating the depth of the team's airport planning and engineering capabilities across a wide range of FAA-regulated project types within a limited interview window.
Demonstrating a specific understanding of the City of Waco's airport and its planning and development priorities, rather than presenting generic aviation credentials.
Preparing to deliver a presentation that conveyed both technical expertise and a credible, long-term partnership approach to a municipal owner.
Together, these challenges required a presentation that was technically grounded, owner-focused, and delivered with authority.

Scope of Work
PRESWERX developed the selection presentation and provided presentation coaching for the client's pursuit of the ACT Planning and Engineering Services continuing contract with the City of Waco. The presentation organized the team's qualifications across the full range of services covered by the contract, from airport planning and A/E design through bid document preparation and construction phase support, framing each capability within the FAA compliance context that governs airport project delivery. PRESWERX also provided coaching to prepare the team to deliver the material with confidence and precision before the City of Waco's selection panel.

PRESWERX Approach
PRESWERX treated the engagement as a live-format challenge where a well-prepared, owner-focused team would be the deciding factor.
Structured the presentation around the City of Waco's airport and the specific planning and engineering services the continuing contract would require, keeping the team's qualifications specific rather than generic.
Organized the team's FAA compliance experience and airport delivery capabilities in a format that was clear and straightforward for a municipal owner to evaluate.
Coached the team on pacing, clarity, and question response to ensure confident, authoritative delivery before the selection panel.
The result was a team that walked into the interview prepared to make a specific, credible case for their value as a long-term airport planning and engineering partner.
Results Delivered
PRESWERX delivered a polished selection presentation and a well-coached team for a competitive continuing services pursuit at a municipal airport.
The presentation organized the team's airport planning and engineering qualifications around the City of Waco's specific needs and the FAA-regulated scope of the continuing contract.
A clear, well-structured format gave evaluators a direct path through the team's capabilities without relying on generic aviation credentials.
Presentation coaching prepared the team to deliver with authority and handle panel questions in a way that reinforced their credibility as a long-term partner.
The client entered the interview with a focused, owner-specific message and the delivery to back it up.
