Project Overview
Hillsborough County Public Schools administered a multi-year, district-wide capital improvement program through its 2025 Referendum initiative, funding construction and renovation projects at schools throughout the Tampa area. The client pursued a Year 7 contract opportunity within this program, valued at $9,380,000, competing for a continued role in delivering critical facilities improvements across the district. Given the competitive nature of the pursuit and the complexity of communicating a referendum-scale scope, the client engaged PRESWERX to develop the full pursuit package, including the written proposal, selection presentation, and hands-on coaching for the project team.

Client Challenges
The client faced a demanding set of conditions in pursuing Year 7 of the HCPS Referendum program:
Communicating the breadth of a multi-project, district-wide program as one organized, compelling story for evaluators
Differentiating the team within a competitive field of contractors with established relationships in the district
Preparing a technically strong team for the live selection interview, where evaluator impressions form quickly and are difficult to change
Translating complex construction scope and sequencing into materials accessible to a non-technical selection panel
Each of these challenges required a unified pursuit strategy, not just polished documents.

Scope of Work
PRESWERX delivered a full pursuit package for the client's Year 7 HCPS Referendum submission. The scope included development of the written proposal, crafted to clearly articulate the client's qualifications, approach to delivering referendum-scale construction, and track record within the Hillsborough County school system. PRESWERX also produced the selection presentation, organizing the client's key differentiators and project approach into a structured narrative designed for a live interview format. To ensure the team performed with confidence in front of the selection panel, PRESWERX provided hands-on presentation coaching in the days leading up to the interview.
