Project Overview

The Florida Department of Agriculture and Consumer Services undertook a major consolidation effort, relocating approximately 939 employees and operations from the historic Nathan Mayo Building and multiple leased facilities across Tallahassee to a new, purpose-built headquarters at the Conner Complex. The proposed facility encompassed a multi-story, 250,000 square foot office building with an adjoining parking garage, surface parking, and full site development. Special use spaces included law enforcement evidence rooms, an audio/visual recording studio, a test kitchen, training and conference facilities, and an IT data center. The client engaged PRESWERX to develop the pursuit proposal, prepare the selection presentation, and coach the team through the competitive process.

Client Challenges

The client faced the challenge of presenting a technically complex public headquarters project to a sophisticated state agency: communicating qualifications, program complexity, and team readiness across three high-stakes pursuit deliverables.

  • Translating a detailed relocation study and wide-ranging programmatic requirements into a proposal that clearly communicated the client's qualifications and approach to a state agency evaluator

  • Organizing a diverse program, including specialized spaces alongside standard office functions, into a coherent and compelling presentation narrative that held together for evaluators

  • Preparing the full team to deliver confidently and consistently in a live selection interview under competitive pressure

These challenges demanded a fully integrated pursuit strategy from written proposal through final presentation coaching.

Scope of Work

PRESWERX developed a comprehensive proposal aligned to the Florida Department of Agriculture and Consumer Services' stated construction management services requirements. The proposal connected the client's qualifications and relevant experience directly to the demands of relocating nearly 1,000 state employees into a 250,000 square foot headquarters. PRESWERX also produced a structured selection presentation that organized the project's programmatic complexity, including specialized spaces such as law enforcement evidence rooms, an audio/visual recording studio, a test kitchen, and an IT data center, into a clear, evaluator-ready format. Targeted presentation coaching prepared the client's team to deliver the material with confidence and authority.

PRESWERX Approach

PRESWERX approached this pursuit as a single, integrated message: a client well-matched to a complex, mission-critical consolidation. Every deliverable reinforced that story.

  • Crafted a proposal that framed the consolidation challenge around the owner's priorities, including operational efficiency, mission continuity, and a quality physical environment for state employees

  • Built a presentation architecture that guided evaluators through a technically diverse program without losing the core narrative thread

  • Delivered targeted coaching sessions that sharpened individual delivery and unified the team's presence in the room

The client team entered the selection fully prepared to articulate the depth and quality of their approach.

Results Delivered

PRESWERX delivered a complete pursuit package calibrated to the standards expected for a competitive state government headquarters project.

  • A written proposal that clearly communicated the client's qualifications and strategic approach to a program spanning 250,000 square feet and the relocation of nearly 1,000 state employees

  • A structured presentation that gave evaluators an organized, confidence-inspiring view of the client's capabilities across a technically complex, multi-use program

  • Presentation coaching that left the team poised, practiced, and prepared to field questions with clarity and authority

The client entered the selection process with a polished, complete pursuit package that accurately reflected the quality and depth of their team.
