Project Overview
The Florida Department of Agriculture and Consumer Services undertook a major consolidation effort, relocating approximately 939 employees and operations from the historic Nathan Mayo Building and multiple leased facilities across Tallahassee to a new, purpose-built headquarters at the Conner Complex. The proposed facility encompassed a multi-story, 250,000 square foot office building with an adjoining parking garage, surface parking, and full site development. Special use spaces included law enforcement evidence rooms, an audio/visual recording studio, a test kitchen, training and conference facilities, and an IT data center. The client engaged PRESWERX to develop the pursuit proposal, prepare the selection presentation, and coach the team through the competitive process.

Client Challenges
The client faced the challenge of presenting a technically complex public headquarters project to a sophisticated state agency: communicating qualifications, program complexity, and team readiness across three high-stakes pursuit deliverables.
Translating a detailed relocation study and wide-ranging programmatic requirements into a proposal that clearly communicated the client's qualifications and approach to a state agency evaluator
Organizing a diverse program, including specialized spaces alongside standard office functions, into a coherent and compelling presentation narrative that held together for evaluators

Scope of Work
